Drug court coordinator wanted for Hall County

JOB TITLE: Drug Court Coordinator
DEPARTMENT: Administrative Office of the Courts
DIVISION: Court Administration

JOB SUMMARY: This position is responsible for day-to-day operations of the Drug Court Program and reports directly to the Assistant Director. This person will provide support and professional guidance for the treatment staff, regular appraisals of their therapeutic skills and effectiveness, and gives staff
recommendations to the Assistant Director and Drug Court team. This position also maintains a caseload and performs all of the duties and responsibilities of a Drug Court Counselor.

Primary Duties:
- Making ongoing recommendations regarding adjustments to the treatment model
- Assist in the development and implementation of On-Call procedures
- Set weekly agenda for Clinical Staffing of participants and facilitate this meeting
- Assist in the development of new services as the treatment network adds additional populations
- Provide oversight for the development of improvements in the assessment and placement process
- Assists in the collection of such data and research as needed to facilitate the most current and effective treatment possible utilizing available resources
- Provides support and professional guidance to the clinical treatment staff
- Conducts regular appraisals of therapeutic skills and effectiveness of all clinical staff
- Provides some individual supervision on therapeutic techniques for all clinical staff
- Gives staffing recommendations to the Program Director and Problem Solving Court Teams
- Primary administrator of daily clinical operations such as case flow, treatment planning, referrals, placements and participant progress
- Assists in curriculum development and implementation
- Provide for alcohol/drug treatment specific training to the Program Teams and Staff
- Encourage and facilitate clinical staff development through workshop attendance and other training opportunities both within the Programs and the outside therapeutic community
- Provide clinical support for DUI Court/Court Services staff in the absence of the Director
- Maintains a caseload that includes all duties of regular counselor
- Facilitate drug screening process for Drug Court, including calling of colors schedule and implementation
- May be required to conduct alcohol/drug assessments for the Courts
- Maintain accreditation/licensure or be actively seeking same
- Other duties as required

Court Administration: Participates in the weekly Drug Court session, providing appropriate information to the Drug Court Judge and Team during the Court session. Participates in weekly Drug Court Status Review meetings, providing spreadsheet on all participants on his/her caseload with updated information to allow effective Court processing of participants. May be required to conduct alcohol and drug assessments and make placement recommendations.

Clinical Supervisory Responsibilities: Provide for group skills training, dual diagnosis recognition and treatment training, treatment plan development training, record-keeping training, individual therapy skills training, and curriculum delivery training. Encourages and/or facilitates clinical staff development through workshop attendance and other outside training opportunities as they are available. Conducts regular appraisals of clinical staff therapeutic skills in conjunction with Clinical Supervisor and Director. Provides support and professional guidance for clinical staff. Encourage staff to seek certification/licensures that will benefit both staff and program. Makes ongoing recommendations regarding adjustments to the treatment model and process. Collects data and research to support improvements in program process. Develop On-Call process. Provide direct oversight to On-Call process implementation and maintenance. Take lead role in drug screening process, including schedule of screening and calling of colors. Sets agenda for weekly clinical staff meeting and facilitates this meeting. May be required to conduct assessments and make placement recommendations in all programs. Maintains personal accreditation/licensure or actively seeks same.

Office Management: Must be able to type, maintain files relevant to case management, maintain up-to-date participant records and referral lists and be able to utilize computer systems relevant to this process. Establishes and maintains a file plan that aids in efficient retrieval of office files. Researches data from files and other sources for routine inquiries or for the preparation of reports.

Fiscal Administration: Has no direct fiscal responsibilities, but is responsible for oversight of participant fee process in conjunction with Assistant Director.

Case Management: Responsible for the maintenance of participant records including:
- Orientation
- Assessments
- Progress Notes
- Treatment Planning
- Discharge Planning
- Monitoring of participant compliance to program requirements
- Crisis Intervention and Referral Processes
- Leads therapy groups, conducts individual sessions, observes and tests urine drug screens and other counselor duties as required

Community Relations and Public Information: Is involved in community education process as assigned. Participates in Advisory Team meetings and Steering Committee meetings. Assists Lead Staff in outreach and fundraising efforts.

Knowledge, Skills and Abilities: Extensive knowledge of therapeutic techniques utilized in treatment of addiction. Ability to administer, score and interpret assessment tools utilized in all programs. Ability to facilitate large or small therapy groups, provide educational lectures, conduct individual therapy sessions with participants and/or family members. Able to provide effective referrals/placements based on sound clinical judgment. Displays understanding of dual diagnosis and its affect on the treatment process for both staff and participants. Able to arrange for workshops to help staff and the problem solving court teams further understand the treatment and recovery processes. Ability to assist in marketing the programs in the community. General knowledge of county organizational structures and basic operations. Demonstrated proficiency in oral and written communications. Extensive experience and skill in developing effective working relationships with other departments and the general public. Demonstrated skill in developing and maintaining positive customer relations. Extensive skill in operating a personal computer, various software applications, internet and multimedia programs.

Supervisory Controls: Incumbent must perform duties without extensive supervision.

Guidelines: Written guidelines include relevant department operating procedure manuals, and/or policy memorandum, O.C.G.A., The Uniform Rules for the State Courts, Uniform Rules for the Superior Courts, Uniform Transfer Rules, and the Hall County Civil Service Regulations. In addition, there are a variety of guides developed through the Office of the Court Administrator. Most of the guidelines are specific, but require some interpretation and application to individual situations.

Complexity: The work ranges from low/medium level of tasks to providing complex, extensive and professional work for entire segments of the Administrative Office of the Courts. In addition, the work of this position involves the need for a high degree of time management skills.

Scope and Effect: The purpose of the work is to help facilitate effective treatment to offenders that will lessen recidivism and promote social success. Successful implementation of the work results in the generation of less law enforcement contacts with program participants and less monetary costs to the Judicial System. A successful Clinical Supervisor will enhance the work environment, promoting successful advancement of co-workers and the restoration of family relationships in the community.

Personal Contacts: Contacts are typically with coworkers, staffs of superior court and state court judges, district attorney, solicitor, pretrial services, probation services, treatment providers, county agencies, and the general public

Purpose of Contacts: Contacts are typically to obtain, clarify, or give facts of information and to provide services.

Physical Demands: Although the physical demands are not stringent, incumbent must be capable of receiving and delivering supplies to the office.

Work Environment: Work is primarily performed in an office setting, though there will be time spent in court and in the community.

Supervisory Responsibility: Provides for direct clinical supervision to the clinical staff. Immediate supervisor for the Counseling staff. Provides effective feedback to clinical staff to increase therapy skills and enhance their employment. Other supervisory responsibilities as assigned.

Minimum Qualifications: Education requirements include Bachelors Degree in related field, Masters Degree preferred. Typing skills of 47 wpm with 97% accuracy. Experiential requirements include at least five years of substance abuse treatment experience with two years of supervisory experience or any combination of education and experience which provides the required knowledge and skills.
